At the main menu, there will be a section called 'Loeb Experience'

Choose 'The Early Days' and complete the first event and the achievement will unlock in the loading screen.

for me worked any race in loeb experience selected from main menu! (not in career mode)

here you have all cars, you dont need to buy them for racing in this LOEB EXPERIENNCE . Also after some race you win car. but not in all race types.
