The earliest you can do this quest is when you first visit the Red Snakes Hideout. Mai will ask you to use Chawan sign #6 at Kowloon Dim Sum. Go there and try to enter the second floor. Return to Mai to initiate the next segment where Shenhua will join Ryo as you return to Kowloon Dim Sum. Once inside, you have to go into the small room and use Chawan sign #6 to receive a note.

Your next assignment is to search for Zhang on Blossom Road. Go to Blossom Direct and Specialty Goods and walk into the alley in between the two stores to reach a new area of the game added with the DLC. This building behind the two shops is the Blue Spiders hideout. Go inside and enter the second door on the right. Walk around to the back to locate Zhang and begin the fight with the final boss. Once defeated, you will complete the final quest.
