After Ine-San gives you your money, turn to the left and you’ll see the phone. Dial 110 and Ryo will slam up saying he doesn’t want the cops involved. Took me three attempts to finally get it to pop

While the cheevo description says to do this at the beginning of the game, I actually range the cops
during the last third of the game and the cheevo popped.

You can go to the dojo first then go back inside and call also. He says he'll do it himself and the achievement will pop.

After watching the introduction to the game, & following cutscene where Ine-san gives you 500 yen, head out of your room & walk towards the front door of the Hazuki Residence. Before stepping down to go outside, you'll find a rotary telephone to your left. Dial 110, & Ryo will make a comment. You are now 30G richer.

As soon as you take control of Ryo after the game's opening cut-scene, simply leave his bedroom and walk to the telephone by the front door.

Press the X button to interact with it, and dial the number '110' to have Ryo think about calling Yokosuka's finest... and more importantly unlock your trophy.

MISSABLE

When you gain control of Ryo you will be in your bedroom. Exit the room and you will be treated to a cutscene. Afterwards, look at the black phone in the entryway and press to interact with it. Dial 110 to get this trophy.

At the very beginning of the game (you can right after the splash screen at the beginning of the game), dial 110 on your phone.
