This is missable.

Entering Dobuita via the entrance next to Sakuragaoka Park, you will occasionally run into Wang-san, the delivery boy for the Ajiichi Chinese Restaurant, staring intently at the vending machine. When the options appear, agree to buy him a drink, choose it for him.

after I was told to find Charlie, I was ported home due to it being late. next morning left home and fast traveled to Dobuita and he was right in front of me at vending machine

Same while I was looking for charlie he was outside the building you need to go to in the morning time.

Can confirm that I got this in the morning upon entering Dobuita via the Sakuragoaka Park entrance during the “find Charlie” part of the story.

Found him in the morning when looking for Charlie, but after buying the drink I didn't get the achievement.

As you go exploring around Yokosuka you may see a guy standing beside a vending machine near the fortune teller and yakuza shops. Offer to buy him a drink. There are limited opportunities to do this so keep and eye out for him but he's hard to miss.

MISSABLE

Each new day, as you head to Dobuita, make sure to take the road next to Sakuragaoka Park to get there. There is a soda vending machine after you get to Dobuita on your right. As the days progress, you will eventually encounter a cutscene where Wang Guang Ji will ask you to buy him a soda. Say yes to get this trophy.

A scripted moment that will happen more than once, but before the plot point with the letter. At the entrance/exit of Dobuita, there is a vending machine with drinks, Wang will be there (a man in white clothes, previously met in a Chinese restaurant). Issue price 100 Yen.
