This opens up as you finish the Street Contests. It's the T-Mobile Pier Party, if you're curious.
This is a team contest, meaning that you could do epically, but if your teammate fails to grasp the concept of the event, you could still lose.
Round 1: Best trick on the stairs. Prepare to reset a lot. Trick in and out of your grinds (they're by far the easiest tricks to get a higher score on), and hope you get first.
Round 2: Jam on the pier. Again, grinds will be your friend. Spam your tricks as hard as possible, and hopefully your teammate will do the same.
Round 3: Jam around the T-Mobile pads. By far the most difficult, this is a larger space to find places to trick. Pray that your teammate doesn't act like an idiot, and just jam your tricks out as normal.
Changing your difficulty to Easy will assist this greatly, and does not affect achievement progress in any way.

After you have completed all of the team promotional films and photos (see "Overexposed"), you will unlock a bunch of new trannys and street contests, including the "T-Mobile Pier Party" contest. Simply beat it to unlock this trophy.
