To do this one, there's a great level: the nightmare of the Ace mode, level 16. There's tons of enemy planes, and the bombers have three parachutists when they are taken down. Try to collect the cannon power-ups, and be assured to destroy quickly the enemies (if the planes are just falling to the ground, it won't count, you need to destroy the plane in the air to make the parachutists go out). Killing 20 parachutists isn't really hard.
