The officer you are looking for is Stanislaus Osswald. He is in charge of burning books in the northern section of town. Killing him in any way will complete the “Ready-Aim-Fire!” optional objective, but because he is walking between 3 locations, you can’t track the objective; you have to find him for yourself. To do that, just tag everyone you see and you will eventually locate him. He will have a special tag that looks like a crown.

There are three piles of books. Look for smoke plumes that are rising in the air to find the stacks of books burning. However, you do not have to wait until a pile has been lit to kill the officer. Once you’ve located him, wait until you have a clean shot and he is standing still. Then, make a manual save in case you miss his eye. Aim for his eye and shoot. If it’s an eye shot, the trophy will pop. If not, just reload your save and try again until you get an “eye shot”.

To do that, just tag everyone you see and you will eventually locate him.
