The torpedo rack is on the back wall in the submarine area. look for the red hanging round item you would use to drop down or him. There are also some boxes that can be exploded in the same area.
He will walk around the submarine, and then go over by the torpedo rack and stand there.
I made my way up onto the catwalk overlooking this area. The big eagle will be off to your right , and you will also see the submarine off to your right. The round item described above will be in front of you , and the torpedos will look like they are sticking out of the wall. Use your binocs to see them. When you go for the kill empty your lungs and aim for the center of that wall. It should highlight the bar holding the torpedos and give you what you need for the kill.
I hunted all over the place for this and finally found it. That catwalk is also a great place to get your explosive kill, and you can also get the submarine kill there. On the sub just shoot the red cradle underneath. Explosive wait till he's right next to canister and shoot the box right above. Will do him in.

Combatting, DISCOKING, and, yodasqua
Once you enter the base pull out your binoculars to spot the torpedo rack sitting in the corner at the back far left. Hitler makes this stop to inspect it after he has visited the ceremony and U-boat inspection for a second time. The game will notify you when he is in the vicinity.

During his inspection, Hitler will walk past a rack of torpedoes. For this achievement, while he is standing in front of it, you need to shoot the support beam of the rack and cause them to tumble forward, causing an explosion and killing Hitler.
