The first available location with masked sounds is in mission 2 - Mittelwerk Facility.
Directly at the beginning of this mission you can earn this achievement. If you see the "wave" icon in the upper right corner your shot will be masked by a loud sound.

You can get this much earlier than the other guide.
From the title screen, select challenge mode and choose the first map. When you spawn, run up out of the tunnel, and up to the tank just outside of the tunnel entrance, zoom in one the guy in the watch tower in the distance, and wait for the sound of the bomb drop. Shoot to kill - achievement unlocked.

To unlock the Ear Plugs trophy in Sniper Elite V2 Remastered, you will need to kill an enemy with your rifle, whilst the sound is masked by a loud sound.
A good spot to unlock this trophy is at the Mittelwerk facility. There is a guard tower to the left with a guard at the top. You can either stand below where you have a clear shot, or climb the stairs so that you can sneak up on the guard from behind.
Once you hear the loudspeaker, take the shot and the trophy will unlock.

You will probably get this naturally if you are using sound masking (curved lines in the top right corner of the screen indicating a loud noise to mask your rifle fire), but this can easily be unlocked during Mission 2, 'Mittelwerk Facility'.
At the very start of the mission, directly in front of you there will be an enemy at the top of a watch tower. Line him up and wait for the speakers to start. A sound masking icon will appear in the top right-hand corner, so when it does, shoot the soldier and this achievement will unlock.
If for some reason it doesn't, just reload the checkpoint. This is almost story related as there will be many more opportunities throughout the campaign to unlock this.
