You should be able to do this easily in Palace of Ice as you can purchase ingredients from many vendors and the Peripat of the Master Enchanter is now craftable
This is going to take most of the game to complete, as most of the unique components are found when completing quests. You must do this in a single playthrough, but you can have more than one character crafting at the same time. Wizards and Sorcerers are proficient with the Manacalon Rosary. Crafting is accessible from your Inventory screen. Every time you read a new manual, the recipe will show up there.
You will need:
A crafting manual for each item
A primed piece of the weapon or armor
Whichever gem, rock, oil or other item the recipe calls for
You will find most of the components while you are playing through the story, just make sure to loot *everything*, and do all of your side quests. You can safely store found items in your party stash in the market so you don't become over encumbered.
The Manacalon Rosary can be purchased from both Gorim Ironroot and Hugo Requer in Caer Cyflen for 115 gold. Hugo also has the Peripat of the Master Enchanter for 575 gold, which you must have attuned to your character, but it makes crafting much faster. I found another one in random loot while out adventuring.
Crafting manuals can be purchased from Circe Gerardoirin at the Manacalon Tower/Ruins once you have completed the initial quest there.
Primed weapons and armor can be purchased from Heddlon Surespell of the Arcaneum at the inn in Caer Cyflen. You will need to get your reputation to Alliance in order to purchase most things.
Halman Summer of the Antiquarians carries one each of Oil of Acuteness - Brotherhood, Blood Ruby - Alliance, and Shard of Ice - Legendary. He is also in Caer Cyflen close to the Legacy Council.
Tip:
Craft while traveling! You will be informed every time a character has completed crafting, and you can access your inventory at any time while traveling to start a new project. Simply press "I" on PC or
on your controller, then click "Resume" on the bottom right of the screen to continue traveling.

If you load an earlier save for any reason, anything you made after that save will not count and have to be made again.
