If you follow the Rebellion questline you will get to meet the boss of the rebellion. Hendeolas Anfaral. After your cutscene with him you can attack him by clicking on the attack button, then clicking Hendeloas. Kill him and the achievement will pop. You may want to reload your save as you'll have to fight your way out of the rebel stronghold after.
