To get this achievement choose to vote for the Southern Clan representative which if you've made all the good choices should be Vigdis.

Worth noting that you can only choose Vigdis if you follow the spare Ragnhild path.

Started using the TA walkthrough after the Ragnhild choice and I was locked out of North/South/West clan achievements, Gilmar always won no matter which of the 3 I picked (the other 2 clans unlocked fine though). Redid the DLC and did everything the same except I spared Ragnhild and was able to unlock all 3, so that choice is apparently very important. I guess Vigdis votes for you if you spare Ragnhild and you need those votes.
