This actually varies with each racer that you use. Best one I found was Shadow. As soon as the announcer says 2. Press and hold the accelerator button. And you will get the boost when he says go!

In any race, just hold down on the gas when the 3 changes into 2 during the countdown at the beginning. Ding! Achievement Unlocked!
