Once you load up the game the main menu will appear. Here you can choose between Single Player, Multiplayer, Options, License or Shopping. Go to shopping and select it. Oncethere just buy any item in either the Racers, Courses or Music categories. To be able to buy anything, you must first complete enough races to earn enough Sega Miles to purchase the item you want.
