Virginia is the 3-legged and 3-armed woman with the swimsuit. You'll need her to be comfortable with you before you can give her the tracker. This will happen so long as when she approaches you, you stay calm and don't attack her (if you kill her, I believe she is gone from the game for the rest of your playthrough.) After some time of repeating her approaching you and then running away, she will warm up to you and allow you to equip her with items (you'll know she's warmed up to you when she starts to bring you gifts and you can interact with her with a button press like you can Kelvin.)
