The Cheesing power is unlocked after beating Chapter 2.
Easiest place I found for this was in Chapter 4 along Main Street. There are lots of enemies along the street including a few Necromancers. They are larger than the assassins, slower moving and are holding large staffs that glow purple.
Run through the street without taking out any enemies to get your AI companions to follow. I was playing on Medium difficulty and they went down thanks to the archers and the assassins towards the middle of the street. The Necromancers tend to stay a little away from the battle so just walk up to one and spray them with the Cheesing power. My Necromancer did not need to be near the fallen AI to revive them and the achievement popped.
You can also find the Cheesy Zombies card which makes your power raise fallen enemies to fight for you. If you see this on the way to Main Street pick it up as it will allow you to get the achievement even if the Necromancers die before your AI.

A faster way for Necromancers to show up is in the free Danse DLC game mode on the Twofold map. They show up on multiple waves.

Have a buddy join your session or use an AI and then have them go down next to a necromancer (found in chapter 4) then use the cheesed ability on the necromancer and it will revive your ally giving you the achievement
