Character upgrades make improvements to things like Health, Essence absorption, Rage Mode, Accelerated Vision, etc. They also include the Bonus suits you can wear after unlocking.
In order to get this, you need to complete the Web of Destiny. Everything but the last 4 bonus suits will be available at 160/180 challenges, so you should easily have enough essence to buy everything by the time you can purchase them (especially when doing multiple runs for Platinum medals).
The achievement will pop after you have bought those last 4 bonus suits.

Hi, I don't know how and when I went into an issue when I can not do Charge 5 enemies needed for Web of Destiny. “Too Fast For You“ needs to charge 5 enemies with a single attack, I keep getting 3. all upgrades purchased.

Same deal as collecting all the combat upgrades; collect as many emblems as you can, beat all the enemies you can, and smash all the boxes/jars you can as they all give you spider essence to spend.
The character upgrades are all things you want, like more health and longer rage/accelerated vision meters. They also have some cool bonus suits (which are required to buy as part of this achievement), if your a long time Spiderman fan.
Pop! 20 GS to your total.

Buy all of the character upgrades, pretty straight forward. You may have to play levels over again to get enough Spider Essence.
