You must first purchase this ability on the Upgrades screen under Ground Attack for 1500 points. This ability unlocks for both suits simultaneously.
With this upgrade in hand, you'll need to find an enemy willing to fight you melee. As he is attacking, hit the RB. If done correctly, time will slow a bit and the enemy will recoil. Hit X and you will preform a counter attack that will knock him to the ground. The video on the Upgrades screen will show you what this should look like.
