In the middle of Act 2, you'll be sent to investigate an attack on the Daily Bugle. This will end up being a cover for an attack on the Court House. After defending the courthouse from a wave of bomb carriers some cargo helicopters will bring the first 2 of these Tech Mechs you'll see.
