The name of this achievement is "Rope A Dope".
You earn this by escaping from last place and elimination with 5 seconds or less on the clock. I earned this in my first Elimination event by passing the First Place car just before the finish line, although I assume it could be used for any of the eight positions in a race.

Yes it can be used for any position. I got this in a private match, with 3 players (AI Turned Off). Passing the player in 2nd place with 4 seconds on the elimination clock.

Same I got it in a Public match zooming ahead of the last place guy at the last second. Boy, was I surprised it wasn't me! lol
