Golden Spatulas are the main reward given throughout the game for completing levels, challenges, and puzzles. They can also be purchased with shiny objects from Mr. Krabs, or traded for Patrick's socks from Patrick. If you are planning on beating the story, you can just play the game normally and you'll get this achievement along the way, since at least this many is required to get into the final boss fight.
Some folks over at IGN have already done a good job of compiling a list of all the collectible locations, and made a website that's easy to navigate through. If you're just looking for spatulas, there's an option to have only those locations listed.
