As it has been removed from the story mission lineup, it is still possible to complete this, however you need to get the origination quests from J'mpok and Quinn at level 65. Unfortunately this is only available to Starfleet and Klingon characters, not Federation-aligned Romulans and Jem'Hadar.

To unlock this Trophy you need to Complete the Breen Invasion story arc (as noted in the description) which is comprised of the following 5 missions...
- “Cold Call"
- “Out in the Cold"
- “Cold Comfort”
- “Cold Case”
- “Cold Storage”
This story arc can be completed by Federation, Klingon and Romulan characters at level 47 or above

somewhat annoyingly the Breen Invasion story has been removed and now the levels exist in a state of flux and can't be so easily tracked sad to say.

This story arc can only be earned by a level 65 character who is specifically Federation or Klingon. A Romulan or Dominion will not have access. The missions does not show up on the Episode list. To obtain it, you have to go back to Admiral Quinn on Earth Spacedock for Federation and Jimpok in the First City for Klingons.
