There are a total of seven plaques to read in order to get this achievement. They are scattered across the garden and are bronze coloured. You will also notice a yellow glow around them.
The link below will give you a map of the grounds as well as the locations of each plaque.

After reading the last one you will get the achievement as well as an accolade and the character title Boothby's Favourite.
It should also be noted the Mark Valentine memorial is not needed for this achievement.

to change instance (Any) and it will take you to the spot to beam down to the academy :)

Are you able to do this as soon as you start the game? Where are the plaques? How do you read them?
I have ran around the garden and found all 7 of them, and just held L2 to zoom in on them, but can't actually read the writing on them and can't figure out how to interact with them.

Checking out the TrueAchievements guide (TrueAchievements) they say it's only available after the tutorial. A huge note to put for your guide, as I just spent about 20-30 minutes trying to get this when you can't this early...

This achievement must be done on a Federation character. You can go to Starfleet Academy as soon as you get out of the tutorial and make it to Earth Spacedock. You can beam to Starfleet Academy from outside Earth Spacedock, or from the transport pad inside Earth Spacedock.
Once at Starfleet Academy there are 7 plaques that are glowing that you need to interact with. There are maps online that you can find, but that is not necessary. When you push left on the D-Pad your character will pull out their tricorder and scan the area. What that does is put an arrow under your character that points to the closest interactable item. Using that you can find all 7 very quickly.
