This is 1 of the 4 Achievements (Empire, Warzone, Fek'lhri Return, and Vigilance) that must be completed with a Klingon character.
The Vigilance story arc is the fourth and final story arc to be completed as a Klingon character. It is made of four Episodes (primary missions):
1. A House Pursued
2. House on Fire
3. Alpha
4. Temporal Ambassador
After completing the fourth mission, this Achievement will unlock and you will have completed the Klingon-only Achievements.

With the content update for Age of Discovery (Season 15), they have moved the former fourth part of Vigilance (Temporal Ambassador) to be way later in the storyline under Yesterday's War. I can confirm that completing Alpha (and showing 100% for the Vigilance arc but not having the Vigilance accolade) does not award the achievement. You have to either complete and/or skip as appropriate to get all the way back to Temporal Ambassador. Completing that (with the other 3 in Vigilance) does give you the achievement.

DELETED ALL OF MY POST BECAUSE IT'S NO MORE RELEVANT FOR A SOLUTION.
UPDATE: August 2020, thanks to a patch the Temporal Ambassador mission is now again back ingame. Anyway u can't complete the mission because of a bug that prevent u from entering the enterprise c and starting the final space battle which is the last part of temporal ambassador. Until another fix that repairs the last part of this quest, this achievo is still bugged!
UPDATE 2: September 2020, with the new content update "House Divided" the story arc "Vigilance" was cut out of the game and atm I don't know any way to complete these achievement. If some1 finds a way to start the missions seperatly or found them in the game feel free to share ur knowledge here.

To unlock this Trophy you need to Complete the Vigilance story arc (as noted in the description) which is comprised of the following 4 missions...
- “A House Pursued"

- “Alpha"

FIXED as of 14/05/2021 loaded the game up after the recent patched and trophy's auto popped after already meeting the requirements.
