Federation gets it after the Klingon War arc
Klingons get it after Empire, Warzone, Fek'Lhri Return & Vigilance arcs (in order)
Romulans get it after From the Ashes, Allies & In Shadows arcs (in order)
There are 6 total missions(episodes) in the Wasteland story arc. All of them are given to you by Horace Jones or a man named Law (Paradise City on Nimbus III) or Franklin Drake (Starfleet Intelligence) after you report the previous completed mission to them. Most missions involve traveling to a part of town or the desert, doing battle with enemy personnel or sand scorpions. One mission will have you in some space battles. Be sure to loot any crates found in each area and to equip your mission reward gear and promotion skills as you get them.

You can also speak to the Dance Coordinator inside the Paradise City bar for a mini-game that rewards you with a 'Fan Dance' emote and Experience Points and Expertise. This is repeatable with a time delay if you want easy Exp every now and then. If you fail the mini-game, just talk to the Coordinator again to restart it.
