In order to get this achievement, you must enter the pause menu (for lack of a better term) and go to the customization tab.
Here, change all his different potential customization options to something other than default and this achievement should unlock.
I dont know if the pre-order items work for this, but if you are exporing every nook and cranny of the game you should be able to get this before leaving the first planet.
I cant confirm if simply changing the colors on the default outfit would do it either.

In NG+ you get a free perk that changes your appareance automatically every time you die. I tried it out and after the first time I died, this achievement popped because all my outfit changed.

Can confirm that the pre-order bonus Hermit outfit will not allow this to unlock.

In this guide we will show you how to equip cosmetic items and earn the “Hey, Luke At Us” Achievement/Trophy.
In Star Wars Jedi: Survivor you have the ability to change the appearance of your hero by equipping various cosmetics.
To earn the “Hey, Luke At Us” Achievement/Trophy you will need to enter the main menu (by pausing the game), go to the “Customize Cal” option and along the way change all items of clothing (Jacket, Shirt, Pants), as well as Cal's hair and beard. Here it should be noted that to unlock more cosmetics you will have to thoroughly explore the game map and open various chests.
In our case we won the Achievement/Trophy on planet Koboh when we visited Creez's canteen and found the outfit worn by Cal (Scrapper) in the previous chapter of the series.

If you like, you can go full hipster with a beard and manbun, then choose whatever alternate jacket, short, and pants you like. Trophy unlocked.
