How to unlock the Deputized achievement in Starfield - Definitive Guide
Note: This achievement unlocks after completing the mission "deputized" and NOT when Marshall Blake welcomes you to the faction. Kind of odd, and made me think the achievement was bugged but it wasnt!"
Here is what to do:
During the main mission "The Empty Nest" with Sam Coe you will arrive at Akila City.
The city has a hostage situation going on. (For me it was happening right when I arrived). This faction mission is called "job gone wrong".
Complete this mission.
"Deputized" is the next faction mission.
You will be sent to speak to Emma Wilcox.
Ask her about joining The Freestar Rangers.
She will ask you to complete one of the freestar ranger missions. Select one from the terminal and complete it.
Return to her and this will continue the mission.
You will be greeted into the faction by Marshall Blake. Despite him welcoming you to the faction this is not where the achievement pops.
Complete the rest of this mission and the achievement will pop!

@ShellingFord Yes, you can join all the factions, and it can make some missions much easier, like if you need to get something for Faction A, but the place is full of Faction B goons, but because you are a member of both factions, you can basically just walk through the place, pick up what you are after, and leave :)
The only time it kinda worked against me, was when I had to kill some members of one faction, which I'll call X, to complete a mission for another faction, who I'll call Z.
After the mission was done, and I went to X's base, I had to pay a bounty or shoot it out. I paid the bounty, and carried on like normal.

Just a question, are we allowed/supposed to actually join all the factions?? Or does one have to pick & choose? It seems a bit weird to me since some of them are criminals and/or enemies to each other?? I just don't want to mess things up. Thanks for anyone who can clarify this.

Space cowboys! The Freestar Rangers operate out in the space equivalent of the frontier, in “Freestar Collective” space. If you wish to become a space cowboy yourself, then you’ll need to head out to the Cheyenne System, and to the planet Akila, whose eponymous capital city, Akila City, is home to the Freestar Rangers. This is where you have to go to join.
You can head to Akila City whenever you want to start the Freestar Rangers faction, and as with the UC Vanguard faction, the Freestar Rangers faction has you protecting the little guys. Want to become one of the universe’s protectors? Well, at least in Freestar Collective space, then this is the faction for you.
