How to unlock the Executive Level achievement in Starfield - Definitive Guide
I recommend having at least 1 point in these skills (THEFT, STEALTH, SECURITY) if you want to carry out missions without being seen, these points are mandatory. I also recommend the mantis set, at least the helmet.
I also recommend always having a save before starting a whole line of missions and doing them all in sequence to avoid bugs and always having a save in the previous mission

This is the last mission for the faction Ryujin Industries. There are 13 missions for this faction. You’ll also get the ‘Back to the Grind’ achievement for joining Ryujin Industries. Along with ‘Guilty Parties’ achievement which is mission 10 in this series.
To join Ryujin Industries you’ll need to apply for a job at a kiosk, I’m not certain but I don’t think it matters what answers you give in this (based from watching a video vs my playthrough).
Once done you’ll need meet Imogene Salzo for an interview in the Rjujin Tower on Neon, found on Volii Alpha, which is part of the Volii system.
I don’t think the answers in the interview with Imogene, determine whether or not you get the job at Ryujin Industries.

Post Nov. 2023 Update -
In case this is helpful to others, I can confirm that the update will not reveal David Barron, in your current (initial?) life. You must go to NG+.
I uninstalled and completely reinstalled the game with the update and rebooted. I had saves: 1) right before starting Sabotage, and 2) before even applying for a job at Ryujin. I reloaded them and completed both. David Barron did not appear in either playthrough (still outside the map).
It did (finally) work after 3) I went to NG+, re-applied for a job and completed Sabotage. **My game bugged again at the last scene in Sabotage where you meet with the board and everyone votes. It wouldn't let me sit at the table and the game froze. Luckily I had a save just before that. I reloaded that save, traveled to a planet I'd never been to, sat for 48 hours and then returned to the board room and it worked.**
Pro-Tip: I had read on Reddit that after completing the coffee mission (1st one) that you can travel to SSNN. If David Barron is there you can have confidence that it will work. This was also my experience. He was not there in #1 and #2, but was there for #3.

Of all the faction storylines in Starfield, the Ryujin Industries one is perhaps one of the more interesting. While you’re fighting the good fight when you’re part of the UC Vanguard and the Freestar Rangers, and blending in as evil scum when joining the Crimson Fleet, the Ryujin Industries faction questline is all about the shades of grey.
As is the case for all the other factions, the Ryujin Industries faction storyline also has 3 achievements. You’ll get Back to the Grind (10G) for starting the faction; Guilty Parties (10G) for completing one of the latter quests; and this here achievement for completing the last quest, “Executive Level.”
There are a whopping 13 missions in the Ryujin Industries questline - more than any other faction - and they are as follows:
