How to unlock the Shipping Magnate achievement in Starfield - Definitive Guide
The Shipping Magnate achievement description is not written to accurately reflect how to unlock the achievement. It requires a total of 6 outposts, not 5 outposts to pull off. Before starting on the achievement make a manual save, go to a resource/materials vendor, like Jemison Mercantile shop in the New Atlantis star port. From there, purchase the following materials. If the vendor runs out. Sleep for 48 hours and return to buy more until you hit the needed quantities.

12x Beryllium
120x Iron
12x Zero Wire
Once you have all required materials, open the planetary map and land in an area outside civilization. This can easily be done on Jemison where New Atlantis is located. Exit your ship, press LB to bring up the Scanner, press X to enter the outpost build menu, and place an Outpost Beacon. Then, press LB/RB to scroll over to the Misc. build category and build a single Cargo Link. These are massive structures that take up a large piece of real-estate.
With the Cargo Link down, run outside the buildable area of the outpost until you are able to place another Outpost Beacon. Do so, followed by another Cargo Link. This time, use the stairs on the outside of the Cargo Link to reach the roof and interact with the terminal. Select the Cargo Link node under Outpost 1 and press A to connect the two outposts. If done correctly, you should see a green icon indicating the outposts are connected.
Repeat the process building a total of 6 outposts with Cargo Links. The 4th outpost should link to the 3rd, and the 6th outpost should link to the 5th. After links have been established (3 in total), the Shipping Magnate achievement will unlock. Feel free to reload your save file and sell off the resources.

"(use the safe in your room in the lodge to store your items)"
It's quicker to take a right as you enter the Lodge and go downstairs to the crafting room - the small storage box on the desk at the bottom of the stairs has unlimited storage, like the safe in your room, but it's next to all the crafting workbenches, so it's a better place to stash everything.NB: Make sure you have a companion with you if you've stashed the 72/12/120/12 resources in the Lodge's storage box, and give the 120 iron to them or you might be too heavy to fast travel back to your ship. Once you've fast travelled to your ship reclaim the 120 iron from them and put all the resources in your ship's hold. After you've landed in Jemison's wilderness you can 'exit ship' and start placing the 6x beacon + cargo link - the resources are magically used from the ship's hold, not from your cavernous pockets 😸👍. On the control console, on top of the 2nd, 4th, and 6th cargo links, make sure you confirm the link and green squares appear with the right/left arrows inside 🔁.

Can confirm this method worked for me 13/02/24. I did this end game so already had the materials and didn't need to purchase (use the safe in your room in the lodge to store your items).
It took a while for me to run from one outpost to the next so as I built the outpost near my ship, I just went back to the planet and picked a new landing point to do the new outpost. Don't know if this is any quicker but was easier for me to do.
Lastly, I think it was just my misunderstanding but you are not linking all cargo points together. You build outpost one and two and then link them together, build three and four and link them together, then build five and six and link them together.
I was getting confused when i built the third cargo link why it wasn't showing any outposts for me to link to and it was because one and two were already linked and I hadn't built my fourth.

Lastly, I think it was just my misunderstanding but you are not linking all cargo points together. You build outpost one and two and then link them together, build three and four and link them together, then build five and six and link them together.

I think the criteria for this is 3 pairs of linked outposts rather than just having 5 linked. I had multiple configurations of 8 outposts linked (with them chained and merging into a single outpost), but the cheev only popped when I switched the links around so there were 3 pairs
Outposts are a handy tool when navigating the universe of Starfield - you can use them to boost your grav drive automatically if you pass over one, you can use them to mine materials, you can use them to set up a home base, you can use them to grow vegetables, domesticate creatures from around the galaxy and much more. Sometimes you’ll want to send materials and goods from one to the other. That’s where Cargo Links come in.
Out the gate you’ll be able to use normal Cargo Links, where you can send goods from one planet to another in the same system. However, if you want to send stuff from one star system to another you’re going to need to use a Research Station (there’s one on the Frontier) to research Manufacturing 1, which then unlocks Cargo Link - Inter-System cargo pads.
Once you’ve built one, you need to hook them up with another one. And you need to do this 5 times. So, in order to unlock this achievement, you have to not only build five Outposts (see Home Sweet Home (10G)) but string them together with Cargo Links.
Now, it doesn’t have to be all 5 in a row - like a daisy chain. It can be 5 individual Cargo Links i.e. 5 Cargo Links linked to 5 other Cargo Links (not necessarily 5 other planets, as you can build multiple Cargo Links at every Outpost).
