Story related.
After leaving the flat you head through a fairly linear section and do a little bucket travel twice, you'll land close to some Zurks so don't dilly dally, just keep moving forward and you'll arrive in an alley way where a robot will panic at seeing you and raise an alarm, keep moving and you'll arrive in a more open area where a robot in a large straw hat with a large stick will hurry some robots into a small shelter, after they've closed the shelter they'll kneel down to look at you.
Approach the robot and the prompt to press X to translate will appear, click on that and B-12 will translate. The achievement should unlock shortly after.
