The cannibal is unlocked by getting 20 kills on a stage.

The dev is aware of both of the glitched achievements and will be fixing them in an upcoming patch!

Pretty easy. Before starting a level (after completing the tutorial), talk to the Mutator character. Turn on the mutator for Infinite Ammo, and perhaps No Cowards so you don't have to chase guys after you start shooting them. Start a level with the Soldier, probably an easy level like Slums. Switch to Machine Gun. Go around shooting everybody. If you kill at least 20 characters on a floor, the Cannibal will unlock and achievement will pop when you use the exit elevator (after completing any required tasks). If it doesn't pop, there may not have been 20 characters. Just try again on the next level.

To unlock this character, you need to kill a total of 20 people on a single level. There are more than 20 people on essentially every level, even the first one, so just keep killing and you'll unlock this. I got this without trying early on in a run playing as Soldier and shooting my way through various buildings and bases.

You must kill 20 or more enemies on the same floor. Can be combined with obtaining the " Massacrist " trophy.
