Dont use tranquilizer on mayor. This wont unlock achievement. Class skill needed i think.

This achievement requires you to convince the Mayor to give up his hat, by one means or another. To be able to talk to the Mayor, you first need to get the Mayor Badge from the clerk in the Mayor's office. The Mayor always starts at his office, so look on your map for the big building where he starts. Head inside and talk to the clerk at the desk. You can either bribe him with an item, with money, or convince him verbally to give you a badge. There is always a machine at the start of the level where you can sell stuff, so I recommend selling off pretty much everything since you don't need much (or anything, except money) for this level. It's easiest to just pay him the $300 for the badge. Then, make sure you actually equip it, and now you can talk to the Mayor.
Approach him and interact, and now your available option(s) will depend highly on what character you're playing as. I believe the default option is Threaten, but other characters have other options depending on their charisma, such as the Comedian or Bartender. Either way, this is the option you need to use to get him to give you his hat. From personal experience, even playing as the Soldier and killing everyone, I still had the option to Threaten him, albeit with only a 26% chance of success.
