This also works with a fire hydrant as well. Play as the Slavemaster, find a fire hydrant, and hit it until it sends a jet of water streaming out. Leave the fire hydrant in this state, and find an NPC somewhere nearby. Melee the NPC so they'll chase you, and when they get into the path of the water (where the ground is now blue), simply use your taser on them, this will pop immediately.

This is easiest done with the Slavemaster class, as he is initially equipped with the taser weapon.
Continue through the game until you reach an area with standing water (Downtown as tons of these areas, as does the Park levels). If you have unlocked elevators to these locations, it makes finding a level much simpler. Or, I suppose you can use mutators to cut out certain levels as well.
Now, just melee an enemy, have him follow you, lead him into some water, then turn around and taser him/her. Too easy.
