You need to spend $1500 total throughout the game. This is cumulative. Easy way to get money is to sell things at the sell o matic and then buy as much as you can. You will most likely unlock this just by playing the game. syringes are worth 24$ per syringes so you can sell those for quick money. Also having the trait trust funder unlocked will give you money at the start of each level. Also, if you have the investment banker unlocked he starts with 300$. Once you spend a total of 1500 across all games he will unlock.

To unlock this character, you need to spend a cumulative total of $1500 across all runs of the game. This is likely to happen naturally, but some easy ways to help grind it out are to start as the Investment Banker if you have him unlocked, since he starts with $300 that you can just spend on the first level from various shops, bribing cops, etc., and then end the run and start a new one and repeat. I personally got this on Mayor Village at the end of a run because you pay $300 to bribe the guards to the village, and you can do so then quit and reload to do it over again, knocking this out in a couple minutes. It's worth noting that I wasn't intentionally grinding out this achievement, I was getting the various endings, and this unlocked in the process of doing that, so again, I don't think you'll really need to go out of your way for this.
