For whatever reason, it doesn't seem that you can buy slaves while playing as a custom character. I tried multiple times, and the Slavemaster always told me I wasn't good enough for his slaves, even on the first level of a run.

Use SEED entry 22 (the text to enter into the seed is simply 22). There is a Slavemaster and slave in the left building right where you start. Create a custom character with the Trait 'Money (300)' to start with 300 cash. No other stats matter for this. Start up your run in the Slums and go buy the slave. End your run and repeat four more times to unlock this character. You can then hop right in the same seed to unlock Slaver Enslaver (15G).
