I used the seed "yjdwdinb". He´s located in the level 1.1 in Northwest of the map.

After multiple attemps there is no Slavemaster on seed yjdwdinb as stated in the above comment.

Load into seed 22 on Slums as the Slavemaster, and head into the building on the left where there is a Slavemaster behind a counter.
