An arena is a special building that can be found in the Downtown stages. It will be fairly distinguishable, as there is a huge open area in the building with a couple of guys standing in the center. Talk to the person at the desk, and you can initiate an arena fight. In this fight, you must use only melee attacks and try to beat the opponents.
It is a fairly simple concept, but the biggest issue seems to be the rarity of finding an arena during downtown stages. It took me a couple of hours of restarting new games in Downtown just to find one.
But, lucky for you, I wrote down the SEED for the game I was playing.
Talk to the guy in the lobby that allows you to input SEEDs and input: kksehocw
If you have unlocked the elevator to Downtown, you can go straight there. The arena will be on the first stage of downtown. If not, just start where you can and you will find the arena when you to the right stage.

I could not find the arena on the seed that you have but if others can not find it here it is ybjqafme and use wrestler becouse it may be character related

Set Seed to: tekken
Mutators: None enabled
Floor: Downtown(4-1)
Character: any
- I used wrestler since he is prebuilt for melee combat. You could easily make a better custom one if you felt the need.
Objective is in the Arena which is the big building directly north of the floor entrance. You need to go talk to the Jock that just happens to be the neutralize target. He is behind the counter in the top center of the building.
Talk to the Jock
, select option: Sign Up to Fight
Then go down to the entrance of the center room and talk to the bouncer who will take your weapons and take the barrier down so you can enter.
Go in to the room with the two fighters and the door will shut and they will attack you.
Use your Iron Fist 'tekken'
to murder them.
Achievement will pop once you kill them both.

- Alternatively you can play your way to Downtown (4-1)
Character Unlocked : Scientist (This is so you can set the SEED)

The arena is part of your quests in the Downtown area. It is really rare. I made a character with 4/4 melee, 4/4 speed and the G-P-Yes perk so I could teleport around quickly.
Notice the bottom left corner tells you what version you are playing on. If you are playing on v92, then the following seed will have an arena on 4-1: evetrrbb

Arena fights are extremely rare spawns in Downtown maps only, to my knowledge. You need to win one of these, which is a melee contest. Before attempting it, you should definitely unlock the Wrestler since he starts with max health and melee, as well as starting with some armor to reduce damage taken. Refer to Wrestler (15G). You should also unlock the elevator straight to Downtown (refer to Uptown (15G)) to save you most of a playthrough as the Wrestler.
