This is easier done using the Hacker class.
Once you get to the Uptown levels, you will occasionally stumble across a huge building with a large satellite inside.
There is a two step process to finding the alien. First, you must approach the satellite, and move it's direction (this is easier with the hacker, as you can do so from a remote location using his special).
Once the satellite has been repositioned, you must use the computer that is in the same building (again, you can use the hacker so you can do so remotely and not disrupt all the enemies within the building).
I don't remember what the option is on the computer (should be the first option), but is clearly something you don't see on you typical computer. Just select it. The satellite will send a transmission and the alien will appear.

The option I chose was overload satellite which then made the alien appear

I created a custom character with a Wrench and the Tech Expert trait as you'll need both of these.
On level Uptown-3, you should see a satellite somewhere. When you find it, interact with it which will bring up a menu item to adjust it with your wrench. Once that's done, you should see a nearby computer terminal. Interact with this and select the "Overload Satellite" option.
An alien will appear and the achievement will unlock.

This achievement CANNOT be done with the Hacking Tool item. You must play as the Hacker character. I attempted this on three separate occassions with the Hacking Tool and it never worked, but it worked first try with the Hacker.
As a side note, I highly recommend waiting until you unlock the elevator to Uptown (see Uptown (15G)) to make this far faster and easier. Otherwise, you'd be forced to do nearly an entire run with Hacker, and that will be unnecessarily challenging. Instead, unlock the elevator first, which is relatively simple to do.
Once you have the elevator to Uptown unlocked, enter the SEED believer. Take the elevator on the left to Uptown directly, and choose Hacker as your character. In the top big building is a giant satellite. You don't even need to enter the building. Press
