Once you got the hat, get to the podium and deliver a speech.

Just follow trough the takeover acheivement guides to get the hat, it shouldn't be a problem reaching the podium after that.

The story progression in this game consists of five floors, each with three levels - Slums, Industrial, Park, Downtown, and Uptown. After completing the third Uptown level, you'll reach the Mayor Village, which is the final floor/level.

Each of the five floors works the same way: you'll be given a random set of missions to complete, which can be viewed at any time by pressing button-y.png to see not only what they are but also where they're located, making them very easy to do. to unlock the elevator to the next level, you must either complete or fail all of your main missions. The only penalty to failing main missions is that you don't get the money/reward you'd normally get from a successful mission, but it doesn't impact progression.

Each objective can range from obtaining an item (which is usually locked up and/or behind various enemies or security measures), to eliminating a target, to releasing a captive. As noted in the roadmap, you typically have many ways to approach each of these objectives. As the Soldier, for example, you can just shoot your way through everything to complete missions. As other characters, you can bribe your way into many locations or just use your charisma. Other characters have various tools that can be used to gain access and to interact with objects of interest. This means there's no set way to complete an objective, giving you plenty of options ranging from guns blazing to silver tongue to stealth to bribes and followers. Either way, once you complete all objectives (succeed or fail) you'll get a notification that the elevator is active. Reach it and use it to go to the next floor. This can be done even if you're being chased or attacked, just get to the elevator.

As a side note here, refer to the save exploit in the beginning of the roadmap, which you can use during these progression runs if you really mess up or want to try the floor over again.

Once you complete Uptown, you'll reach the final level, Mayor Village. To enter, you either need to surrender all your weapons at the entrance or take out the guards (or distract them). Once inside, you have one objective: get the hat from the Mayor (marked on your map) and then go to the podium and give your speed to complete the game. There are four different ways to end the game, and associated achievements for each one:
 
  • Kill the Mayor (either yourself or via others) to take his hat by force. This unlocks Hostile Takeover (30G)
  • Become the new mayor via election, which unlocks Legal Takeover (30G). This is a longer process that takes work leading up to the final level, so refer to that achievement solution for more information
  • Convince the Mayor to give you his hat somehow. This unlocks Peaceful Takeover (30G). Refer to that achievement solution for some options. This way to end the game is entirely class-specific
  • Discard the hat and don't become mayor. This can actually be paired with either the first or third options above, because those achievements unlocks as soon as you either kill the Mayor or get him to give you his hat. For this ending (the "bad" ending), you need to get the hat, drop it on the ground, then melee punch it off the map into a hole to be rid of it. More detail can be found in The Bad Ending (30G)
Regardless of which of the four options you pick above, this achievement will unlock the first time you beat the game.
