To unlock this character, you need to complete the Slums (levels 1-3) with the Vampire. Refer to Vampire (15G) for first unlocking that character.

I found the Vampire to be pretty awful because you don't start with any guns, and the only way to heal is to get behind a non-alerted person and bite them, which barely regains any health and it alerts everyone in the vicinity. Thankfully, you only need to complete the first three levels. Definitely utilize the save exploit in the roadmap to help out, and try to sneak into a base and take out a mobster or "bad guy" to get a weapon drop. Hopefully it's a gun, which will make things far easier (although the Vampire is pretty bad with guns). Focus only on your main missions and then warp to the elevator to leave. After finishing Slums, you'll unlock this character.
