Tanks will appear in the penultimate level - "Good Intentions". You need to release the gas next to the tank, this will force the driver to get out. Then we get into it like in a regular car.

At high difficulty levels (and not only) it is easier to knock out a tanker with your head, so keep your head. It's safer than farting and having a high chance of getting killed.
