Eagle Class will be rewarded if you get at least 10 million points (thanks to neeker75 for pointing it out).
This is easiest done by creating a Level 25 building, which needs 16 connected Level 10 buildings. That building gives you 16 million points and the achievement. I found that way easier than going for several smaller buildings because they clog the playing field and limit your options.
It's best to play on casual to makes things easier. You don't get any extra mayors but you only have to work with three colors.
My best advice is to form the Level 10 buildings on either side and at the bottom. Never in the middle of the area because it'll limit your available moves and annoy you.
