A Level 15 block needs 6 connected Level 10 buildings.
It's best to play on casual to make things easier. You don't get any extra mayors but you only have to work with three colors.
My best advice is to form the Level 10 buildings on either side and at the bottom. Never in the middle of the area because it'll limit your available moves and annoy you.
