A couple important things to note:
1)You cannot qualify for a match against the mysterious gang or the achievement if any of your in-court players have died at any point in the tournament. So, do not allow a player to die through beating the Russian team (or restart).
2) The achievement description is also misleading. You must not only make it to the mysterious gang in under 25 minutes, you must beat the mysterious gang as well. I made it to the mysterious team in under 20 minutes twice, but failed to beat them and I did not receive the achievement.
3) Both of my mysterious gang achievements (normal and difficult) popped after beating said team.
4) As a small note, I used Sam, Steve and Bill as my in-court players. Sam has a fastball that can damage multiple players at once. The other characters have jumping throws that appear to be harder to catch on average for the computer, which dealt damage more frequently and saved me time.
5) Good Luck. This game was pure nostalgia for me as I enjoyed it on the NES many years ago.

Excellent foresight to mention the fact if a player dies as well as having to defeat the mysterious team. I had a few deaths... so those would have been wasted opportunities.
I basically used the same lineup... sometimes substituting Randy also... but either way sticking with Sam as my quarterback per se...
I did find my toughest opponent to be between;
...India... who are super tough.. takes a lot to break them down... and like to pass the ball a lot when I lose it.
...Kenya... also like to hold the ball... wastes time. And the dirt court makes the timing, for a super throw, a little bit off from previous matches...
So use your save often here... even after a good hit... so if you lose the ball you didn’t just waste three minutes getting it back. All in all shouldn’t be too hard once you’re in the zone. Good luck!

You only have to have no down players during the Russian Match to face the mysterious team. It's OK to lose a player in an earlier match if your making good time.
Couple other tips. I find that doing a air jump attack from the back of your court has a higher rate of hitting. Sam's running attack is still very good however the other team has a tendency to catch it more on this difficulty.
I generally use Sam, Randy, and Steve.
If they're passing a lot, you can jump in front of it and let it hit you for no damage with the ball falling straight down in your court.

The trick to trivializing this game's achievements is to save scum using Suspend Save and Load. Press 
to access the menu with the Suspend Save and Load options.
Always use Steve. You start out with him holding the ball if you don't mess with any settings.
Double tap
or 
to sprint, wait for about 5 steps, then hold 
to power throw. The ball will flash, and go through enemies, to your back catcher. Press 
throw the ball back to Steve.
If the enemy catches the ball, load your save. If they don't, get the ball back to Steve, reposition for your sprint, then Suspend Save. Repeat to defeat all teams.
You can have nothing but perfect games this way. Note that if any character dies vs. Russia, the mysterious gang won't spawn. Characters can die vs other teams. You shouldn't have any deaths, or even take a single hit, using this method though.
