You should be able to earn this legit easily enough and will come naturally with time but, if you really don't want to/can't get this then boosting with a partner works.

One of you host a game with very specific search options - for example 30 seconds, 1 round and whatever area and then, just sit back and wait for them to join. Just repeat until one of you has it then do it for the other.

Another method if you really aren't too good online and - I'm not going to encourage this - is to use cheap tactics. For example, spamming one really effective move.

Of course, a lot of people online are wise enough to know how to counter it but, even those can lose to spamming. A common method is to constantly use the Lariat spin attack with Zangief as it's very fast, very powerful and has an armour break ability.
