when in the first town of Romansburg and when you go into the general store check the sweet machines by the door then you can talk to general emilov who runs store look on the other counter there will be a broken sweet machine here you will get the number 625-122 and the achievement should pop
as unsungGhost as pointed out in comments if you go in straight away the shop ower blocks where you need to go see comments

The first time that you're in there Emilov is blocking the machine. I walked around outside and checked the gate towards the front of the train and he was gone the second time.

unsungGhost that didnt happen to me so maybe hes blocking it if you go straight in after he goes in ,thanks for commenting

The same thing happened to me even after I walked around and talked to a few people before entering the store. It wasn't until I checked the gate and came back that he moved behind the counter so I could access the machine. Up voted for the guide and for adding unsung's observation
