How to unlock the What a rush! achievement in TEKKEN 8 - Definitive Guide

This can be done in any match that isn't PvP offline. Personally I got it in story mode. Heat bursts are used to enter Heat and can be done by hitting 2+3 on the default controller setup, or by hitting RB. I believe you have to hit with the attack for it to count, but I'm not sure.
