this weapon is acquired about half way through the game (after escaping dark athena) this is a good weapon to use on stationary targets or slow moving targets the scar fires sticky mines which can be detonated by pressing LT plus it has infinite ammo!

Half way during the segment outside the DA maybe... but over 2/3 the way through the complete Assault campaign.

Story-related, cannot be missed.
During Checkpoint 54 (Crash Site), you'll find a room with a Gas Mask, a NanoMED Health Unit and the SCAR Gun. Take the gun, you need it to progress through the game.
