First weapon is after the opening mission and you're at your 'home base' of Dunkle. Assuming your people are named the same as mine (don't see why they wouldn't be), listen to what Lorekeeper Iasper has to say, or don't, and press right on the dpad three times to Freeman Indiar (he's a trader). You'll not have enough to buy the first weapon yet, it's 2,600 splinters, so go do some work for Freeman Serson. I had three missions worth 300/300/1000 splinters. These are repeatable. So do the last one again to get enough to buy the different weapon, it's a quick and easy 1000 splinters.

Alternate, and cheaper/quicker, method (although you'll want to actually upgrade your gun) from TuKraZe:

You can actually do this much quicker and for a lot lot less (700 splinters). You can simply sell and rebuy your gun from the Home trader and will pop the achievement right away. This can also be used for the 'mutagen' achievement which requires you to fill all slots - simply fill all slots with the cheapest mutagen (200 splinters each) and then resell them back to the trader.

There's other things to buy here, but definitely buy the permits to trade, as it's working towards
