Location: Bill's Town - Safehouse

You'll find your first training manual after meeting with Bill in his safehouse. After the cutscene with Joel and Bill discussing gathering car parts, Bill will make the comment to gather what supplies you want or need. The training manual is straight ahead on the bar on your way out on the right-hand side. There are 12 total Training Manuals in the game. I think the odds of missing one altogether is pretty slim.
